About Our Team
Kelli Frank is the founder of Chinook Safety Consulting LLC and has provided violence-prevention trainings across the country. Ms. Frank has presented for local, state, and federal law enforcement agencies, educators, mental health professionals, district attorneys, victim advocates, and more. She spent more than a decade working on college campuses providing administrative leadership in the areas of student conduct, case management, residence life, and threat mitigation. Until 2019, she served as the Director for Behavioral Intervention and Student Conduct at MSU Denver, where she led the University’s Behavioral Intervention Team (BIT). During this time, she also supervised a team of professional case managers and conduct officers. She also served on the Auraria Campus threat assessment team, alongside campus police & mental health staff. Ms. Frank has taught undergraduate and graduate courses on topics such as: law in higher education, human services leadership, crisis intervention & situational awareness, basic helping skills for the Student Affairs professional. Her research focuses on community safety, threat management, prevention of targeted violence, domestic terrorism, and gender-based crimes such as femicide & stalking. Ms. Frank currently serves as the Senior Trainer for Human Resources at Jefferson County, CO.

Thomas Ragland is originally from Thornton, Colorado and has lived and worked in all four continental US time zones. Thomas earned a B.A. in Psychology from the University of Northern Colorado as a first-generation college student and an M.S. in Student Affairs from Missouri State University. Thomas has worked in many areas of higher education for over a decade, including student conduct, residence life, university advancement, as well as for city government as a workforce development specialist. Thomas served as the Associate Dean for Student Accountability & Care at MSU Denver and led the Behavioral Intervention Team. Thomas joined Chinook Winds Consulting in 2019 as a trainer, while maintaining his campus roles. His research interests center on targeted violence, counter-terrorism, student conduct, and digital threat assessment. Thomas currrently serves as the Associate Vice President of Student Affairs for Residential Experience and Housing at SUNY Oneonta.
